It is the mission of the City of
Florence Finance Department to provide timely and
accurate accounting and financial support to all City
departments and to the elected officials of the City of
Florence in an efficient and economical manner. Also, it
is the mission of the City of Florence Finance
Department to administer the tax and fee ordinances of
the City of Florence to all of its citizens, both
private and corporate, fairly and expeditiously.
The below information comes from Ordinance Number
O-13-09 and is information regarding the current year’s
property tax rate. If you have any questions, please

The basic tax levied for General Fund purposes is a tax
of seventeen and four-tenths ($0.174) per one hundred
dollars of value on real property and a tax of
thirty-six and four-tenths ($0.364) per one hundred dollars
of value on personal property (except for motor vehicles
and watercraft) and upon all franchises taxable by the
City.
All of the above mentioned taxes are due and payable
upon first passage and publication of this ordinance. A
discount of two percent (2%) is allowed for any such
taxes paid in full before November 1, 2009. Any such
taxes remaining unpaid after January 1, 2010, are
subject to a penalty of twelve percent (12%) plus
interest in the amount unpaid at the rate of twelve
percent (12%) per annum from January 1, 2010, until
paid.
The Ordinance also establishes the due date for the tax
in the amount of twenty-five thousandths of one percent
(0.025%) on all financial institutions measured by
deposits in such institutions located in the City. This
tax was levied by Ordinance No. O-18-96, pursuant to the
Bank Franchise and Local Deposit Tax Act of the 1996
Kentucky General Assembly. This tax replaced the former
bank shares tax which was the method by which Kentucky
cities taxes financial institutions prior to the
enactment of the Bank Franchise and Local Deposit Tax
Act. A two percent (2%) discount is allowed against the
tax on bank deposits if paid before December 31, 2009.
Any such taxes paid after January 31, 2009 will be
subject to a penalty of twelve percent (12%) plus
interest in the unpaid amount at the rate of twelve
percent (12%) per annum from January 31, 2010, until
paid
The City of Florence has agreed to
share the KY State ABC applications. Therefore, make a
copy of your completed State ABC application(s) and
attachments. Submit all ABC applications and
attachments, including City ABC fees, Alcoholic Beverage
License Fees and the City of Florence/Boone County
occupational license application to the City of
Florence, KY.
The legal advertisement must be placed in the Boone
County Recorder 859-283-0404.
Upon approval of the City, the State applications will
be forwarded to the State ABC Office in Frankfort, Ky.
The City license(s) will not be issued until:
1. The state license(s) have been issued and a copy of
same submitted to the City of Florence.

If the license is
issued between January 1 and June 20th, the fee is 1/2
of the per annum fee.
Effective January 1, 2008,
The State of Kentucky has mandated cities to be in compliance with Kentucky
Revised Statutes 67.750 to 67.790.
As of this date, the
annual renewal form for the occupational license fee
will no longer be due by June 30th of each year.
All
business entity returns for the preceding taxable
calendar year will now be due on April 15th of each
year.
Please note, that in accordance with Kentucky
Revised Statutes, the amount of interest to be assessed
for filing a late return will remain at 12% per year or
1% per month simple interest. The state is requiring
that the penalty for a late return will be increased to
5% per month up to a maximum of 25% and a minimum of
$25.00. Both the interest and penalty calculation will
be assessed at a rate of a full month even for a
fraction of a month.
A six month extension is now
available for those business entities that cannot
complete their Federal tax return by the due date stated
above. A copy of the entity’s Federal tax extension form
MUST be attached to be considered. This does not extend
the period of time to pay the estimated tax liability
due. Payment is to be sent in with the extension request
form.
Business entities that have gross receipts in more
than one taxing district are now required to fill out
"Schedule A" for the apportionment of gross receipts.
New businesses prior to beginning
operation within the City of Florence, KY are required
by Ordinance Number 0-27-07 and subsequent amendments to
secure an occupational license. The application must be
submitted with applicable fee (based on estimated
income) to the City of Florence, KY.
This application will be approved or denied within
fifteen (15) business days from the date the application
is received, or within fifteen (15) business days from
the date of receipt of additional information. No
activity may be conducted within the City prior to the
issuance of the occupational license. Failure to obtain
an occupational license may result in criminal
prosecution.
A new business shall estimate
license fee based on the projected first year income. If
an underpayment occurs, then penalty and interest
shall be assessed on the amount of the difference.
The annual occupational license fee is calculated by
applying a rate of 0.001 or 0.1% on total gross
receipts. The minimum fee for the City of Florence
occupation license fee is $40.00 for businesses with a
total income of -0- to $40,000 gross receipt amount. The
maximum fee for the City of Florence occupation fee for
businesses with a total income of $10,000,000.00 is
$10,000.00.
PAYROLL WITHHOLDING
Employees working within the City of Florence are to be
taxed at a rate of 2% of their gross
wages/compensation earned within the City of Florence.
An annual cap on the taxable wage or compensation is set
at an amount equal to the Federal Social Security
maximum.

As part of the occupational license application process,
an inspection of the property by the Florence Fire/EMS
Department is required prior to the issue of the
occupational license. This is to ensure that the
property is in compliance with fire and life safety
regulations prior to occupancy. Depending on the amount
of construction or modification to the property of
occupancy type, your occupancy may not be ready for
inspection for some time after you apply for an
occupational license. Generally, if there are any
modifications to the space or the occupancy type
changes, the building department will oversee compliance
in these cases along with a fire department
representative before an occupational license inspection
would be performed.
In order for the Fire/EMS Department to perform and sign
off an occupational license inspection, the property or
space must be in ready or close to move-in condition.
This normally ensures that features such as interior
walls, doors, exit signs and emergency lighting are in
place and operating. It is suggested that you call the
Fire/EMS Department at 647-5660 to schedule an
inspection about one week prior to the projected date of
