The Public Services Department is
responsible for the City’s code enforcement efforts and
implementation of the customer complaint/request
program. The Department also acts as the liaison for the
City with the Boone County Planning Commission for
compliance reviews of subdivision and site improvement
plans for new developments. The code enforcement program
is divided into three categories: a) customer
complaint/requests; b) City code ordinance enforcement;
and c) development compliance review.
· The City’s customer complaint/request program has been
in operation in the Public Services Department since
1990. This program provides citizens, visitors, and
commercial segments of the community with the ability to
call one phone number at the City for nearly any
non-public-safety-related requests. Complaints/requests
regarding streets, sidewalks, signage, street sweeping,
street lights, snow removal, solid waste contractor
issues, zoning, recycling, litter, leaf collection, City
cemetery issues, urban forestry, and nearly any other
non-public-safety issue are all considered part of the
program.
The complaint/request program operational processes are
designed to provide the highest level of customer
service possible. The complaint/request process begins
with complaint/request intake from a customer. Through
this process, the location and nature of complaint are
noted. After investigation of the complaint/request, the
requester is advised of what action, if any, will be
taken to resolve the issue. The complaint/request is
logged into the Department’s computerized
complaint/request tracking system and is tracked until
resolved. The requester is updated regarding the status
of the request as circumstances warrant during the
follow-up process.
· The code ordinance enforcement program focuses
primarily on issues such as high grass, trash/debris,
mud on the street, drainage violations, property
maintenance violations, graffiti complaints, and most
other non-public-safety related enforcement issues. The
code enforcement program also provides zoning
enforcement in cooperation with the Boone County
Planning Commission.
· The Public Services Department is the primary point of
contact with the Boone County Planning Commission for
development compliance review in matters relating to new
development. Department personnel meet regularly with
Boone County Planning Commission staff to examine
development proposals. The purpose of these meetings is
to ensure proposal compliance with all City codes and
regulations in regards to access management along public
roads, landscape codes, street lighting, street
construction detailing, pedestrian and handicapped
accessibility to public walkways, and driveway apron
construction details. The Department maintains a
thorough filing system of all development plans and
proposals.
After a development plan is approved by the Boone County
Planning Commission and is under construction, the
Department is the primary agency responsible for public
improvement inspections. The Department inspects all
street construction activities, all commercial driveway
aprons, and all erosion control measures on
subdivisions.
Question: Is a permit needed to
install a fence on residential property?
Answer: No permit is needed, however the fence must be
installed according to Section 3655 of the Boone County
Zoning Regulations.
Question: Is a permit needed for a yard sale?
Answer: No permit is needed for a yard sale.
Question: Can real estate signs, yard sale signs, etc…
be placed out along streets?
Answer: Off premises signs and signs placed in the
right-of-way are prohibited. One real estate sign per
road frontage may be posted on an available property.
Question: Can the City of Florence establish a handicap
parking space on the street in front of a home?
Answer: The City does not establish handicap parking
spaces on public streets.
Question: Will the trash company pick up paint?
Answer: Paint cannot be disposed of in liquid form.
Paint should be dried out by leaving the lid off and/or
adding kitty litter and then placed out for trash.
Question: What items are accepted at the community
recycling containers at the Maintenance Facility on
Tanners Lane?
Answer: Newspaper, office paper, glass containers,
aluminum cans, corrugated boxes, metal food and juice
cans, and plastic containers. These items can also be
picked up as part of the subscription residential
curbside recycling program.
Question: Can the City of Florence require a neighbor to
trim branches hanging over a neighboring property?
Answer: The City can only require tree trimming if the
tree is obstructing or threatening the right-of-way or
affecting a vehicles line of sight.
Question: Can the City of Florence remove a tree that
fell down on private property?
Answer: The City does not remove any debris from private
property, however we offer spring and fall cleanup
programs that allow Florence residents and business
owners the opportunity to dispose of debris, junk, and
large items at no cost.
Question: Can the City of Florence install speed bumps
on a street?
Answer: The City does not install speed bumps on
streets, but can perform a traffic study and explore
other options for speed control.
Question: Why are basketball goals prohibited on the
right-of-way?
Answer: Only mailboxes and publicly owned structures are
permitted within the right-of-way. Basketball goals at
the street create safety hazards for those utilizing the
goal and vehicles operating on the street.
